Two of the last representatives of the pre-reform 2nd quarter, Kazuo Torashima and LDP Masahiko Yamada JRP, contested the new single-member 4th quarter of 1996. Torashima won, he was appointed Minister of defense in the 2nd Mori Cabinet in 2000. In the 2003 elections, he resigned and was replaced by Tanigawa Yaichi. In the landslide elections of 2009, Yamada won the district for the first time.
